The concept for placement of the buildings is to create an open green area towards the north and the government building. And also to continue the green axis that goes from north to south. The opera house is a fond for the park and also a port towards the south. The library defines an entrance to the park in the west, and is close to the school area. The museums are situated close together, and in this way create a path in between the buildings, and an ending of the horizontal green connection in the park.

Water is important for ecological reason and for the identity of the city. The water is integrated in the park and design with closeness to the buildings. Water surrounds the buildings in half moon shapes. The creates a flow between the water, and gives it visual length of the water. The water gives a context to the buildings, and all the buildings have a relation to the water. In the park you move close to the builidings and close tp the water.
