The project spans from the Zhangcun River section of Heilongjiang Middle Road in the north to the Wenzhou Road section of Haibo River in the south, covering the waterfront public areas along Licun River, Haibo River, and the eastern shore of Jiaozhou Bay, with a total waterfront length of approximately 25 kilometers.
The waterfront public space will feature the "Eight Scenic Gardens," resembling a string of emerald necklaces along the eastern shore of Jiaozhou Bay. The area will be transformed into:

The integration of "three trails" along the waterfront is a crucial foundation for creating a "high-quality public space." The interconnected network of "walking paths, cycling lanes, and jogging tracks" links all waterfront public spaces.
Licun River primarily features ecological revetments, aiming to enhance the quality of life for surrounding residential areas with a tranquil, harmonious, and pure leisure-themed style.
The coastal zone and Haibo River adopt artificial revetments to connect urban and water elements, meeting citizens' desire for waterfront interaction and fostering dialogue between people and space.
The 25-kilometer coastal zone borders the vast sea on one side and clusters of new industries and residential functions on the other. Based on functional characteristics, the coastline is divided into three thematic styles:
Within appropriate service radii, facilities such as rest stations and leisure corridors have been installed to enhance the quality of waterfront public services. Supporting amenities like parking and municipal services are also provided.
The design incorporates culturally distinctive and smart landscape furniture and facilities, including urban furniture and signage systems.
Through the development of waterfront public spaces, the 25-kilometer coastline has been integrated and comprehensively upgraded, enriching its functionality. Citizens now enjoy a pleasant coastal public space while the project fosters industrial agglomeration along the waterfront, transforming Shibei—once the "back bay"—into a "front bay." The goal is to create an internationally renowned urban waterfront public open space.
