Recently, the Jiaodong Economic Circle Integration (Beijing) Promotion Conference, themed "Integrating into the New Development Paradigm, Creating a New Growth Pole," commenced at the China World Hotel in Beijing. During the event, Fushan District signed an agreement with China Communications Construction Company (CCCC), a Fortune Global 500 enterprise, for the Intelligent Manufacturing Innovation City project.
"Industry-City Integration" Drives Industrial Upgrading
Last year, urbanDATA Design, in collaboration with Yantai Planning Institute, participated in the conceptual planning and design of the Intelligent Manufacturing Innovation City. The core area design spans 35 square kilometers, centering on the "industry-city integration" philosophy. The plan focuses on translating industrial strategies into urban spatial layouts, proposing actionable industrial and spatial frameworks to guide the development of the Intelligent Manufacturing Innovation City.

Intelligent Manufacturing Innovation City Master Plan

The Intelligent Manufacturing Innovation City is located in northern Fushan District, covering approximately 70 square kilometers, with 46.5 square kilometers newly planned. It encompasses the core zone of Fushan High-Tech Industrial Park, Yantai International Investment Promotion Industrial Park (Fushan Section), Gangyu Mountain Science Park, Zhaoxian Technology Innovation Park, Fudong Emerging Industrial Park, and part of Fushan Economic Development Zone. Aligned with Shandong Province’s "Top Ten Industries" and Yantai’s "Eight Leading Industries," the project aims to advance sectors such as new energy vehicles, high-end equipment manufacturing, electronics, new materials, rail transit, and biopharmaceuticals.
With a total investment of nearly RMB 10 billion, the project includes:
- Regulatory detailed planning for the designated area,
- Investment and construction of municipal infrastructure,
- Public service facilities,
- District-wide land consolidation.

The Intelligent Manufacturing Innovation City project draws on mature domestic models for district development. By partnering with large central enterprises capable of investment, design, construction, and operational management, a project company has been established to ensure balanced coordination of production, living, and ecological elements. In 2021, the project allocated RMB 1 billion for:
- Constructing 17 kilometers of new roads,
- Consolidating 2,000 acres of land,
- Installing 18 kilometers of utility pipelines for drainage, sewage, and telecommunications.
