On October 9, 2011, CPPCC member Shan Wenhui and other municipal committee members jointly inspected the construction progress of Shanghai Tower. The delegation visited the construction site, received briefings on project background, engineering progress, design concepts and operational plans, and participated in discussion sessions.

Located in Lujiazui's core area with a designed height of 632 meters, Shanghai Tower carries multiple missions including promoting green buildings, enhancing district functions, enriching urban space, and advancing technological innovation. According to reports, the core tube structure of the main tower had reached 22 floors (over 100 meters high) by then, with completion scheduled for December 2014. Upon completion, Shanghai Tower will become a "vertical city" integrating office, hotel, observation, conference and other functions.

Dr. Shan Wenhui and several committee members proposed that during construction, priority should always be given to safety while emphasizing human-centered design and high-tech applications. They suggested comprehensive functional improvements in property management, dining services, transportation facilities and cultural presentation, aiming to develop Shanghai Tower into an iconic architectural masterpiece representing advanced urban development concepts.
