At the invitation of Weihai Municipal Government, Dr. Shan Wenhui participated in the 3rd China Weihai International Habitat Festival in September 2006.

With the theme "Habitat, Harmony, and Innovation," the festival brought together Dr. Shan with mayors from over 20 Chinese and international cities, government officials from various countries, and experts including representatives from UN-Habitat and Chinese government agencies for the "Habitat City Mayors Forum."
