On August 24, 2006, the Luwan District Overseas Returnees Association was officially established in Shanghai, with Dr. Shan Wenhui attending the inauguration ceremony as an invited representative of returned scholars.
In her address, Dr. Shan stated: "While firmly focusing on economic development as its central task, Luwan District has actively united and connected with overseas-educated talents worldwide, achieving significant work in fostering friendships, facilitating information exchange, promoting academic collaboration, and enhancing cooperation."
